That's the fun of it, it's deliberately left ambiguous. It could be either Bianca or Latias because: a) Latias can't talk b) Bianca is the only one of the two who is shown drawing c) Bianca's hat is left in her room; it's impossible to say if it's Latias or Bianca because that hat is the only feature that distinguishes between the two when Latias is in human-form And an Altoshipping fic is on my To-Do list, JB,

But that's the beauty, we don't know that for certain, and we will almost certainly never know. I personally like the idea that Latias is able to do human actions when in human form.

Latias may look like a human, but it doesn't mean she has talents or abilities of one.
She looks like Bianca, but she can't talk. Logically, Latias does not know how to paint.

Actually, that doesn't apply, because look at Meowth. He can speak, but he has also learned about the rest of the human culture in the process. So, why can't that be true with Latias? I mean, she doesn't have to talk, but she could learn how to draw. And, to become a human, you have to be able to control the anatomy, which is why she can become human, because she had to learn how to move as a human.

It can be said that when a Pokemon learns to speak human language, they use all of their experience and efforts to do so. Meowth cannot learn any new moves because he put all of his power into learning human speech. So I agree it is feasible that Latias may be able to do all other human things with the exception of actual human speech.

Thats actually a good theory James, and you used the same thing in Project Arceus. It would explain what all he really can do is Fury Swipes.
And we really don't know exactly what Latias can do, she imitated Bianca's form so who knows if she could imitate more that just that? That type of imitation would be far easier than trying to train your vocal cords to accept a new language, especially for a Pokemon trying to speak a human language. Art is something that can transcend cultures and languages, so you don't need too many similarities to be able to do that.

Learning human skills, like talking, doesn't happen overnight, especially an advance skill like painting. It took meowth a LONG time to perfect his ability to talk; so just imagine how long it would take latias to learn how to paint almost professionally. That painting is WAY above latias' level of skill. Meowth made sacrifices for his unique ability to speak; he couldn't battle very well, and learn moves such as payday. Latias, however, battles unhindered. Painting takes a lot of focus, and if latias knew how to paint, it would take so much focus from battling that it cripples her skills as a battler. Besides, the fact that Bianca's hat was left on an EMPTY easel indicates that she was at the easel creating the painting. Bianca then left her hat on the easel, and took the painting to give to Ash, and we all know what she gave after the painting.

All it signifies is that Bianca either wasn't wearing her hat, or she has more than one. Bianca could have well been out in the town, and Latias may very well have her own easel.
And while painting takes focus to do well, it doesn't take anywhere near as much focus to do as learning how to speak a new language (especially when your vocal cords aren't adapted to do it).
I'm pretty sure we've seen Pokemon cook before; why can't they paint?

Learning a new language is just as or less problematic as painting. They have problems adjusting their vocal chords, but acquiring the dexterity is an equally or more challenging task.
Comparing cooking and painting is a bit misleading; painting requires that the painter pictures an abstract image in the head, and then copying it down on paper.
Thinking of an abstract image and copying it on paper is more difficult than following directions in a cook book. Remember that Pokemon, even latias, have problems dealing with dexterity. That painting looks way too professional to be a work of a pokemon.

A nice little debate has been created here.
Its been a while since I've seen the movie so I can't be too sure about my next statement but one reason that Pokemon don't have the dexterity that we do is that most of them have their arms/hands designed differently than we do. Latias was in the from of a human which meant that she has the potential to have the same dexterity that we have. We're not sure how long she has been imitating Bianca, while it is true that dexterity would also need practice if Latias was impersonating Bianca for years she could have a fairly good control over her hands.
