So how DO people hack them, anyway? You just have to extract the code from the game and you can do anything that you want. I never actually learned code so I can't go into much further detail than that, but for people who did you just have to go to the spot that you want to modify it and rewrite however much you need.

So how DO people hack them, anyway? There's programs that help, as long as you have the rom on your computer. I know there's one that just opens up and shows you the dialogue, and lets you edit it. I'm sure there's a similar program for sprites, movesets, etc. You could probably go on YouTube and look up how to make a hack.

It replaced Gyarados. Or, I think so. It evolved from a Pokemon that only knew Thundershock (Instead of splash) so yeah.
And it's just an ips file applied to a Ruby ROM
