Fan service. Also it could be used to answer why May's bust was considerably large for a 10 year old and why Misty wore short shorts.

They even proved that one in the interview stating that Misty wouldn't be returning. In fact that words "eye-candy" were used in there as well. So its just a more mild state of fan-service. The target audience in Japan is more in the range of normal anime and not to the pre-teen and lower as it is over here, so it is more logical that they would follow along some of the same lines that many animes use to acquire more male viewers.
