I'm going to guess Glaceon, as it has the same base SpAck as Espeon - 130
for the 'vital stat' i'm not sure. Vaporeon, cos their both blue, or Leafeon, as they both need to evolve near a rock.

Well now I know why I couldn't figure it out right away, the mention of vital stat to me brings up the idea of vitals (heart rate, blood pressure, etc.). Darn my medical classes.

since it has TWO rleatives of the Eeveloutions i'm taking a swing at one the three original ones:
I'm gonna say Jolteon since he was mentioned in Project Arceus.

Well Dave was right that it is Glaceon. And he was correct that Glaceon shares the same base 130 Sp Atk Stat. Jolteon was the other, sharing the title of shortest Eeveelution with Glaceon.
I'll let you two decide whose turn it is.

Yes! Ahh, my incredible sadness allows me to remember the Base Stats of certain Pokemon...
I'm trying to turn the direction my life has turned into a positive.
Anyway, this Pokemon learns moves LATER than its evolved form. Freaky
No reasearch, as it makes this game broken. My opinion in three posts, and counting...

The same moves. That is to say, the evolved form of this Pokemon learns the same moves earlier than if it hadn't evolved.

I'd Guess Porygon. It makes sense: as it gets upgraded, it learns attacks sooner.

nah porygon learns the same moves at the same levels as any of the three stages Togetic because togekiss only learns 4 moves and they're all at basic. While togetic learns moves to 54

Okeydokey, response time!
Porygon line: No, they learn the same moves at the same levels.
Togetic/kiss: No, as with all Stone Pokemon, Togekiss learns certain moves only after it's evolved. However, Togetic NEVER learns Sky Attack, ExtremeSpeed, Aura Sphere or Air Slash. This is the same for all Pokemon that Evolve via Stone.
Wobb line: Wobb can only learn certain moves if it was bred as Wynaut. These moves being Splash, Charm and Encore. Wynaut learns the other Wobb moves at Lv.15, at which point it evolves. While it's true a Wobb hatched/caught below Lv.15 would know Counter, Mirror Coat, Destiny Bond and Safeguard, it already knows them, it doesn't learn them my level up.
Again, this Pokemon would learn certain moves at a lower level if it had evolved.
